Small Business Program Director

Managed Army Small Business office supporting customers while maintaining and balancing the statutory and command goals for contract awards to socially and economically disadvantaged small businesses.  

The positive outcome of this effort is the receipt of high dollar values contract award to small and disadvantaged and woman owned small business. 

Increased internal customer base through marketing to small business contractor with capabilities to support the programs and projects increasing Contracting Command ability to meet and exceed our goals and increase workload. 

Created and distributed electronic informational and training brochures and handouts to contractors and internal customers. Increased inquiries about the small business program from customers and increased small business set aside opportunities.

Increased numbers of proposal submissions from contractors with the correct knowledge skills and abilities Increased competition resulting in best value contracts with fair and reasonable pricing.

Worked with contracting proactively to develop Acquisition Forecast Automated Tool to help predict and forecast the opportunities available more efficiently. The advantages created by the automated tool. 

The tool was developed in order to give the small business office, contracting, and all the members of the product delivery team additional time to locate capable small business firms through quality market research. 

Increased response time for small businesses to prepare well developed thoroughly research, proposals with fewer unknowns and lower risk rates reducing the cost of the project to the Government.

Reduced contracting lead time, increased acquisition management, reduced response times and increased overall customer satisfaction.

Helping to prepare potential small business for direct contract awards through HECSA.  

OUTREACH / CUSTOMER SERVICE

Invited by the SBA to represent USACE in part 3 of 7 part series webinar designed to explain the programs and benefits established due to the legislation of the small business act. The webinar was broadcast live from the historical national press club on April 27, 2010 we discussed the role of the Small Business specialist highlighting the opportunities available to assist small business in partnering with USACE in Government contracting. Created the marketing campaign and participated and attended the USACE Small Business Conference and Expo. Received training on the Mentor Protégé program, small business partnering with large businesses and the benefits of subcontracting. Attended The National Historically Black Colleges and Universities and Minority Institutes (HBCU/MI) conference sponsored by the Department. The conference also held a matchmaking session which I participated in focusing on subcontracting opportunities for HBCU with the major Universities. Participated and attended five Defense Industry and Business Matchmaking events as The HECSA representative in order to market HECSA contracting and subcontracting opportunities to the potential vendors.
Established relationships and actively networked with vendors and institution to build adequate data base of services providers and suppliers while ensuring HECSA unique requirements are met by quality providers.

Established subcontractor to prime contractor relationship which will help develop and educate HBCU and small business on how to prepare proposal and perform with prime contractors.

Actively solicited project managers and branch managers for requirements which appeared adequate for small business set aside and or partial small business set aside. This resulted in continues learning and exchange with industry and Defense.

TRAINING AND AWARENESS 

Design and plan Events for Contract Command Mayors, Governors, Chamber of Commerce Small Business Conference. Attended, Small Business conference for Department of Defense, GSA, and local conference.  

Active member of the Mid Atlantic Regional Council

Met with technical team, branch manager and project manager reviewed Performance Work Statements (PWS) and provided contractor referral in support of all HECSA procurement needs.

Performed one on one interview and, training sessions small business contractors to evaluate SBA profiles, and business strategy. Provided advice to contractors on how to improve their profile, marketing, and business strategies in order to maximize opportunities in Army Contracting Command, State, Local, commercial, and subcontracting arena.  Informed the contractor on how to locate subcontracting and opportunities within their industries. 

Helping Small Business and HBCU to establish meaningful past performance through obtain subcontracts with large businesses in their field of interest. 

Increased develop and increase contact services database with the proven past performance with unique skills and ability required to meet and exceed Contracting Command contracting needs.

Reviewed and accepted subcontracting plans for Contracting Command.  Provided guidance, training to Contracting specialists, customers, and large business in writing, managing, and closing a subcontracting plan  

Created and Maintained Contracting small business website and analyzed for update.  Submitted website update, correction, and changes.  

Team Lead for the Contract Management Review Team, 

Initiated the implementation of the Deputy Assistant of the Army for Procurement (DASA (P)) Tool kit for contract execution evaluation and review.  Assist in the preparation of Corrective Action Plan (CAP), preparation for DASA (P).    Review, Department of Defense office of the Inspector General (DODIG) Department of the Army (DOA) and Army Contracting Commands Inspections (ACC) Inspection, finding reports and audits in regard to contractual matters and prepared response for the Principal Assistant Responsible for Contracting (PARC) ACC-APG to ensure audit reports where

 Fort Belvoir Contracting Officer

 Administered the  Job Order Contracts (JOC) for construction involving a full range of pre-award and post-award functions for a variety of Construction and Architect-Engineering services. Spearheaded the Billion dollar  unrestricted  contract conversion to a Multiple Award small business set aside for 8(a) contractors.

Trans Atlantic Center Iraq,  Served as Contingency Contracting Officer in Iraq. 

Effectively developed acquisition strategies using local Iraqi firms  and negotiated for the reconstruction of 25 Iraqi Fire Stations.  As part Iraqi freedom the top  four (4) Iraqi Construction firms where award the contracts and distributed fifty  percent of the work in sub contrac to small firms.  Total pay  2.7 million in progress payments in the reconstruction of fire stations.
