Administered the Job Order Contracts (JOC) for construction involving a full range of pre-award and post-award functions for a variety of Construction and Architect-Engineering services. Trans Atlantic Center Iraq, Served as Contingency Contracting Officer in Iraq.
Effectively developed acquisition strategies using local Iraqi firms and negotiated for the reconstruction of 25 Iraqi Fire Stations. As part Iraqi freedom the top four (4) Iraqi Construction firms where award the contracts and distributed fifty percent of the work in sub contrac to small firms. Total pay 2.7 million in progress payments in the reconstruction of fire stations.
